The Ask and the Answer is Book Two in the Chaos Walking Series by Patrick Ness. (It is the sequel to the prize-winning The Knife of Never Letting Go).  Todd and Viola have been separated by their enemy, Mayor Prentiss. Todd has been imprisoned and Viola’s wounds are being looked after in a house of healing.  Each one desperately wishes to find the other. While searching for each other, they learn about the mysterious rebel group, the Answer, that is launching a resistance against the Mayor.
