To ensure that all students have the opportunity to reach their greatest potential, the Board of Education’s Community Budget Meetings are intended to engage the public in a transparent and collaborative process.


The objectives of these meetings are to:

  • Provide information about the Local Control Accountability Plan and Common Core State Standards;
  • Engage the public in the Local Control Accountability Plan process; and
  • Recognize Service Learning projects.


Six of the meetings will be held on the same night – October 21. A seventh meeting will be held on October 28. All of the meetings will be held from 7 p.m. to 8:30 p.m. The meeting will include a presentation about the district’s budget as well as time for questions and answers.  The public is invited to attend any one of the meetings.

We will use this information as part of our continuous efforts to improve the communication tools and resources that we provide.

As a reminder, the Common Core State Standards are an updated set of academic standards that have been developed with the intention of unifying learning expectations for students across all states. Common Core State Standards bring strong advantages to students in California and in the United States. First, by unifying the expectations, assessments of educational quality and the federal funding that is based on such assessment will be more equitable. Second, students throughout the United States will be in a better position to compete with students throughout the world for university admission and for jobs in a global market. Finally, these standards define kindergarten through twelfth grade learning that will ensure that students are well prepared for post-secondary education and careers.

With the implementation of the CCSS, California will move from the Standardized Testing and Reporting (STAR) assessment system to a new system in the 2014-2015 school year. This new system will be referred to as the California Measurement of Academic Performance and Progress (CalMAPP). Within this system, students will take assessments referred to as Smarter Balanced Assessments, which includes shifting from paper-and-pencil tests to computerized assessments starting in the 2014-2015 school year. The new assessments are designed to meet federal and state-level accountability requirements and provide teachers and parents with timely and accurate information to measure and trace individual student growth.

EGUSD will continue to share information about CCSS and the new testing system throughout the school year.

The Board has launched a search to find the best superintendent to meet the needs of a diverse and growing district of over 62,000 students and 5,000 employees.  EGUSD is the largest district in Northern California and the 5th largest in the state. In June, Superintendent Steven M. Ladd, Ed.D., announced his retirement as of September 12, 2014. Ladd is the 5th superintendent in the District’s 55 year history.

In order to engage the community in the conversation, there will be eight meetings held in early August at four high schools. The meetings will be held as follows:

The information gathered will give guidance to the Board on the attributes that the community feels are important to consider in the next superintendent. The information provides an opportunity for the Board to receive valuable communication on the direction of the school district. Lastly, the comments, suggestions, and recommendations will be given to the newly selected superintendent as a reflection of EGUSD.

The Board has hired a professional search firm, McPherson & Jacobson, LLC, to assist in finding a new leader for our District.  Representatives from the search firm will lead the community discussion and analyze the survey results. This new system – the Local Control Funding Formula (LCFF) – changes the way the State of California allocates funds to school districts. The LCFF provides base funding for all students as well as supplemental and concentration funding to support students from low income families, English Learners and foster youth. The LCFF went into effect as of July 1, 2013.

Under the new funding rules, school districts are required to adopt a Local Control Accountability Plans (LCAP) that describes the actions, services and expenditures that support student growth. The LCAP clarifies how programs/services will be measurably improved in quantity or quality, proportionate to the increase in funding. It also requires the engagement of parents, staff, students and other stakeholders in the building of the LCAP. The LCAP is a three year plan that must be adopted by July 1, 2014, and updated each year.
